Abstract
This thesis is entitled The Effectiveness of Village Fund Management for Community Empowerment in Nainaban Village, North Central Timor Regency. The main problem in this study is how the Effectiveness of Village Fund Management for Community Empowerment of Nainaban Village, North Central Timor Regency. Thus the purpose of this study is to determine how the effectiveness of Village Fund Management for Community Empowerment of Nainaban Village, North Central Timor Regency. This study uses Ducan's theory (Richard M. Steers 1985: 53) as a tool to determine the effectiveness of village fund management. The indicators in Ducan's theory (Richard M.Steers 1985:53) are Goal Achievement, Integration, and Adaptation. To obtain an overview of the effectiveness of village fund management in Nainaban Village, the author conducted research using descriptive qualitative research methods. Primary data sources were obtained directly from informants, while secondary data sources were obtained through books, and official documents from the Nainaban Village Office and related agencies. The informants in this study were the Village Head, Nainaban Village Officials, BPD, and Community Leaders.Based on the results of the study, it shows that the Effectiveness of Village Fund Management for Community Empowerment in Nainaban Village, North Central Timor Regency, has not been effective. This is characterized by a level of output greater than input so that the use of village funds is not effective in empowering the village community in Nainaban village. The inhibiting and supporting factors that influence the effectiveness of village fund management for community empowerment in Nainaban Village, North Central Timor Regency are the lack of maximum use of village funds, late reporting, not knowing the main tasks and functions in the structure, natural conditions, low quality of human resources, while the supporting factors are good community participation and mutual cooperation. In conclusion, from the results of the research, data presentation and discussion, several conclusions can be stated as follows: the achievement of goals in the management of village funds for community empowerment in Nainaban Village, North Central Timor Regency has not been effective. n the Integration of village fund management for village community empowerment in Nainaban Village, North Central Timor Regency, the involvement of the parties and the village community in the management of village funds has been running so that every meeting related to village funds, the community and the parties involved always participate in the meeting and provide input in the form of suggestions and criticism as material for the preparation of RKPDES and RPJMDES. As well as in the adaptation of village fund management for village community empowerment in Nainaban Village, North Central Timor Regency in the condition of village fund management in 2021 at that time that it was not very well implemented and smooth because it was hindered by Covid-19.
