Abstract

The aim of this research is to find out how tourism development policies are implemented in managing the Motadikin Beach tourist attraction in Fahiluka Village, Central Malaka District, Malacca Regency. This research method is descriptive qualitative and the techniques used are interview and documentation techniques and obtaining clear information and sources. The implementation of the Motadikin Beach Tourism Development policy has not run optimally because it does not apply the principles of implementing the tourism development policy which is a priority effort in supporting the effectiveness and efficiency of a program which is not in accordance with the existing conditions at the tourist attraction location. Through research, it was found that the Malacca Regency government and the Malacca Regency Tourism Department lacked coordination and communication in the implementation process and it could be suspected that there was a wrong disposition in accordance with the implementation principles. This can be seen through the lack of human resources who understand how to support a development program through implementing a program. As a novelty in the research, the policy determination carried out has experienced errors from the start by not adapting to the existing conditions at the Motadikin Beach tourist attraction, and the existence of sectoral egos in carrying out program implementation among the Malacca Regency government and the Malacca Regency Tourism Office. The solution offered by the differences in social conditions requires policy implementation to be developed in line with the policy direction of the Malacca regional government, while the coordination, communication and disposition that are expected to be carried out by the regional government providing sufficient budget for the tourism department so that the tourism department can carry out policy implementation in accordance with the direction.
