Abstract
This research is titled “EVALUATION OF THE SAFETY STANDARDS OF SEA PERINTISTS PALO - RED LAND IN EAST FLORES DISTRICT”. The purpose of this research is to understand and evaluate how the implementation of Shipping Safety Standards at Pante Palo - Tanah Merah and to understand and evaluate what are the obstacles faced in the implementation of Shipping Safety Standards at Pante Palo - Tanah Merah. The type of research used in this research is qualitative research with a descriptive approach. Data was obtained from various documents and interviews. Interview data was taken from several sources, namely: Head of Sea Transportation Division, Head of Sea Traffic Safety Regulation Section, Head of Sea Transportation Facilities and Infrastructure Section, Head of Navy Section, Motorboat Captain, Passengers, Secretary of Sarotari Tengah Village, Head of Wure Village, West Adonara Subdistrict. The findings of this study are as follows: (1) Based on the effectiveness of the accuracy of program objectives, it is concluded that the sea transportation service improvement program and the traffic control improvement program have been running quite well and are very beneficial for ship captains and passengers crossing the Pante Palo-Tanah Merah route, but the program Provision of crossing facilities and infrastructure is not fully effective. Based on the accuracy of program targets, it is concluded that the program to improve sea transportation services and the program to improve traffic control are right on target. While the program for the provision of facilities and infrastructure at the Pante Palo-Tanah Merah port has not met the right target. (2) Efficiency The cost of organizing facilities and infrastructure for the provision of Pante Palo-Tanah Merah crossing facilities is sourced from the regional revenue and expenditure budget such as: provision of waiting room facilities, security posts, vehicle parking areas, toilets, beacon towers, docks, ship berthing facilities and motorboat safety equipment such as helper buoys, jacket vests, survival suits, heat protection media, lifeboats. (3) Responsiveness In standardizing facilities and infrastructure and responding to the needs, aspirations of the community, it is concluded that the needs and aspirations of the community are responded well by the government. Because the transportation agency cooperates with the local government or village to channel the aspirations of the community.
