Abstract

This thesis is titled "The Application of Offensive Strategy by Yeremias Bano in Winning the 2022 Village Head Election in Sanleo, East Malaka District, Malaka Regency." The problem statement in this thesis is "How did Yeremias Bano apply offensive strategies to win the 2022 Village Head Election in Sanleo, East Malaka District, Malaka Regency?" The theory used by the researcher to address the research problem is political strategy. Primary data sources are informants, while secondary data are documents related to the research variables. Data collection techniques used are interviews, observation, and documentation. Data analysis stages were carried out through data reduction, data presentation, and conclusion drawing, then analyzed descriptively and qualitatively. The research results show that: (1) The formation of a successful team experienced in practical politics, including traditional leaders from three tribes (Uma Lae Tua, Uma Katuas, and Uma Makerek) and youth. They expanded their social network by building strong relationships through regular meetings, listening to aspirations, explaining programs, and organizing social and sports activities. (2) Political campaigns with 8 priority program agendas in various fields, including governance, health, education, religion, agriculture, creative economy, arts and culture, youth and sports, and security. These programs are based on the vision of creating clean, fair, transparent, accountable, and cultured village governance, leading to a self-reliant, advanced, and prosperous Sanleo. (3) Offensive strategies that maintain the mass base with the help of a successful team, traditional leaders, and youth groups. They conducted direct communication through face-to-face campaigns and house visits, especially in Dusun Maibuku A and Fatuaho. Traditional leaders mediated dialogues between Yeremias and residents, ensuring community aspirations were accommodated. Support from traditional leaders strengthened Yeremias' legitimacy, facilitating policy implementation. The successful team held regular meetings to hear residents' complaints, while the youth actively engaged in door-to-door campaigns and program socialization, garnering community support. (4) Offensive strategies to strengthen mass support by identifying areas with loyal voters in 7 hamlets. The main support base for Yeremias was in Dusun Maibuku A and Fatuaho, while the other five hamlets were supported by other candidates: Kornelis Tae Bau in Maibuku B and Tudus; Herman Lanikin in Mamakun; Frans Bria in Haroe; and Apriyanto Ati in Kakeutaruin. The successful team, traditional leaders, and youth groups also reached out to voters in the other five hamlets. Based on the above analysis, the author concludes that Yeremias Bano's victory in the Village Head Election in Sanleo cannot be separated from the application of effective offensive political strategies towards the community, including forming a successful team and expanding social networks, political campaigns, and offering new programs to the community, maintaining a stable mass base, and strengthening mass support.
