Abstract

This study aims to analyze the role of the Social Service Agency of Kupang City in addressing the issues of People with Mental Disorders (ODGJ), particularly those who are neglected, homeless, or in need of rehabilitation. Using a qualitative approach and case study method, the research was conducted at the Kupang City Social Service Office. Data were collected through in-depth interviews,field observations, and document analysis. The findings reveal that the Social Service has played a significant role through three main approaches: social rehabilitation, social assistance, and policy advocacy. However, the implementation of these programs faces several challenges, including budget constraints, limited rehabilitation facilities, and persistent social stigma against ODGJ.Recommended strategies include strengthening inter-agency coordination, training professional staff, conducting stigma- reduction campaigns, and expanding access to mental health services.This research contributes theoretically to the development of social policy and provides practical benefits for local governments and communities in improving ODGJ management.
