Abstract
Daiama Village, Landuleko District, Rote Ndao Regency is one of the villages whose people cultivate seaweed as a livelihood for the community. The management of seaweed cultivation in Daiama Village is still carried out separately between the community, the government, and the private sector, causing conflicts of interest and low efficiency and a sense of belonging. Therefore, the implementation of a collaborative governance approach is urgent to improve coordination, participation, and sustainability of the management of these resources. The purpose of this study is to find out and analyze the collaborative process of governance in management and inhibiting factors in seaweed cultivation in Daiama Village, Rote Ndao Regency. The method used is descriptive qualitative research through interviews, observations, and documentation. The results show that regular and open face-to-face dialogue strengthens relationships and accelerates decision-making, but there are still barriers to participation from certain stakeholders. Trust building is supported by policy consistency and transparency, while process commitment is driven by active participation and motivating facilitators. Sharing understanding through training and effective communication increases program synergy and sustainability. In conclusion, the success of collaborative governance is greatly influenced by communication, trust, and mutual commitment that are continuously supported through sustainable processes.
