Abstract
The planning and design of the Arts and Culture Center Building in Belu Regency adopts a vernacular architectural transformation approach. The background of this research is based on the importance of preserving and developing culture in Indonesia, particularly in Belu Regency, which is rich in both traditional and modern arts and culture. However, the region still faces limitations in facilities dedicated to artistic performances. This situation has created a need for a proper venue or facility to support artistic and cultural activities and to introduce them to the broader public, while also serving as an arts and culture laboratory aimed at preserving Belu’s cultural heritage. The main goal of this design is to create a concept for an arts and culture center that can accommodate various artistic and cultural activities for all levels of society in Belu Regency, regardless of background. The planned site is located in Beirafu Sub-district, West Atambua District, Belu Regency, with a total area of 2 hectares. The primary functions of the building include performance spaces, rehearsal rooms, exhibition areas, recreational zones, and supporting facilities such as a library, souvenir shop, and cafeteria. Furthermore, the design also aims to support tourism and education. The design approach used is Vernacular Architecture Transformation, which seeks to express local culture through modern architectural forms. This allows for the creation of a building that is not only comfortable and safe but also reflects the identity and local wisdom of Belu Regency, particularly by referencing elements from the traditional Duarato house. The research method involves collecting primary data through field studies, interviews, and direct observation to understand actual site conditions. Secondary data is obtained from literature, the internet, journals, and relevant documentation to support data validation. Data analysis is divided into qualitative and quantitative methods. The qualitative analysis focuses on identifying problems, relevant concepts, building comfort, and spatial harmony in applying the transformation of traditional Belu houses. Meanwhile, the quantitative analysis is carried out through calculations to determine space requirements and area based on user activities and movement dimensions.
