Abstract

This study examines Community Participation in Household Economic Empowerment Through the Horticultural Planting Program in Katakeja Village, Atadei District, Lembata Regency. The decline in community participation in the horticultural planting program from 70% in 2023 to 55% in 2024 was due to technical difficulties that made many residents feel difficult in applying correct farming techniques, thus causing fear of failure. Water access constraints due to an irrigation system that does not run smoothly, which makes it difficult to maintain plants and becomes an additional burden for them. The purpose of this study is to describe how community participation in the horticultural planting program and to determine the impact of the horticultural planting program on the community. This study uses the ABCD (Asset Based Community Development) Theory proposed by John McKnight and Jody Kretzmann, using four indicators: problem-based participation, needs-based participation, rights-based participation, and assets-based participation. Based on the methodology, the researcher uses a qualitative approach. Meanwhile, the research data was analyzed using techniques by Miles and Hubbermen in Wandi (2013:527-528), namely data collection, data reduction, data presentation, and the final step is drawing conclusions. The results of the study indicate that based on indicators, community participation in the horticultural program in Katakeja Village still faces several obstacles. In terms of problems, the community has difficulty adapting because it is still accustomed to traditional agricultural patterns and does not understand the benefits and methods of cultivating horticultural crops. The lack of training and mentoring has resulted in community involvement, especially the younger generation, being less than optimal. The community has not been fully involved in planning and decision-making, so the principles of justice and involvement have not been fully realized. The development of human resource assets such as skills, local knowledge, and the spirit of mutual cooperation still needs to be improved. The horticultural planting program in Katakeja Village has proven strategic in supporting household economic empowerment. This program provides opportunities for the community to utilize yard land productively and increase additional income from horticultural harvests. The provision of horticultural seeds raises community awareness of the importance of crop diversification and strengthens local food security. To ensure the sustainability of this program, intensive training, technical assistance, support for production facilities, and market access are recommended. This will ensure community participation is more meaningful and has a tangible impact on village economic independence.
