Abstract

This study aims to analyze the effectiveness of waste management policy in Kupang City using the Harold D. Lasswell procedural model. The research focuses on addressing two main questions: how the waste management policy process has been implemented procedurally, and what factors hinder its success. A qualitative descriptive approach was employed, with data collected through in-depth interviews, document analysis, and field observations. The analysis refers to Lasswell’s seven stages of the policy process: intelligence, recommendation, prescription, invocation, application, termination, and appraisal. The findings reveal that the waste management policy in Kupang City has not been effectively implemented. At the intelligence stage, there is an absence of a reliable data system and problem mapping. Public involvement in the recommendation stage is limited, and the prescription stage lacks operational regulations, resulting in confusion during implementation. The invocation phase suffers from inadequate execution instruments and insufficient budget allocation. The application stage reveals inconsistencies in field operations, lack of oversight, and low public participation. No formal termination mechanism is in place, allowing ineffective programs to persist. The appraisal process is unsystematic and fails to serve as a basis for policy correction. The main hindering factors include weak inter-agency coordination, limited budget and facilities, lack of actionable legal instruments, and low public awareness. The study concludes that the waste management policy in Kupang City has yet to follow an ideal policy cycle as outlined in Lasswell’s model. Accordingly, improvements are needed from planning to evaluation stages, emphasizing data accuracy, inclusive participation, institutional capacity building, and a continuous evaluation system.
