Abstract

Open unemployment remains a significant challenge in Malaka Regency, particularly among the productive age group. This study aims to describe the strategies implemented by the Department of Manpower and Transmigration (Disnakertrans) in reducing the open unemployment rate, as well as to identify the factors that influence the effectiveness of these strategies. The research uses a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. The results show that Disnakertrans Malaka applies four strategic indicators as proposed by Koteen: (1) Corporate Strategy, through strengthening the vision and mission in job creation; (2) Program Strategy, focused on training and human resource development for the MSME sector; (3) Resource Support Strategy, through budget allocation and infrastructure support; and (4) Institutional Strategy, through institutional strengthening and inter-agency collaboration. These strategies have proven effective in reducing the open unemployment rate in 2023 compared to the previous year, although challenges remain, such as limited budget and low skill levels among the workforce.This study concludes that the strategies implemented by Disnakertrans are relatively effective in reducing open unemployment, especially when supported by improved training quality and cross-sectoral synergy. The findings are expected to serve as strategic input for local governments in formulating more adaptive and sustainable employment policies.
