Abstract

This research aims to analyze the performance of employees at the depertement of Population and and Civil Registration of Belu Regency and identify the factors that thinder their performance. The study employs a descriptive qualitive approach using data collection methods such as observation, interviews, and documentation. The analysis is based on five bureaucratic performance indicators by Dwiyanto, namely: productivity, service quality, responsiveness, responsibility and accountability. The result show that employee performance still faces several obstacle, particularly in service effectiveness to public needs. The inhibiting factor include low work motivation, lack of training, and limited facilities and infrastructure. This study recommends improving human resource quality, enhancing work systems, and strengthening leadership roles to encourage more optimal employee performance.
