Abstract

Dynamic Governance is known as the demand for the government to be able to make adjustments in every program or policy implementation for the sake of community sustainability. The demand directed at the government to be able to improve patterns in public policy so that it can be implemented by all parties which ultimately can provide a positive impact and can be implemented sustainably. This is the background of the author to study the application of the principle of dynamic governance in the village. This study aims to describe the application of the principle of dynamic governance in Wae Ajang Village, Satarmese District, Manggarai Regency. This study uses the theory of dynamic governance according to Neo, Boon Ad Chen (2007) which consists of three main indicators, namely think ahead, think again and think across. The research method used in this study is a qualitative method with a descriptive approach. Data collection techniques are carried out through observation, interviews and documentation. The results of the study show that Dynamic governance with three main indicators which are the main reference in measuring how far the target is achieved in Wae Ajang Village shows that the level of forward thinking of the village government has been successfully implemented by implementing several main parts of the vision such as the village medium-term development plan document (RPJMDes). At the level of thinking back, it is shown that the routine evaluation mechanism that provides feedback on the development programs implemented shows a process of reflection, reassessment of achievements, and identification of obstacles for improving policies and programs in the future. It is concluded that the indicator has succeeded in becoming the foundation of Wae Ajang Village. However, the level of crossborder thinking in Wae Ajang Village has not been implemented in real terms for several reasons, namely that the village itself has not had experience conducting comparative studies to other villages or establishing formal cooperation with the private sector, NGOs, or other villages. still relying on internal programs funded through Village Funds and Village Budgets. This study recommends that Wae Ajang Village is expected to open up collaboration spaces with the private sector, universities, and non-governmental organizations in formulating and implementing development programs, so that the Think Across principle is truly realized.
