Abstract

This study aims to analyze the implementation of good governance principles in the electronic ID card (e-KTP) service at the Department of Population and Civil Registration of Nagekeo Regency. Good governance serves as a normative foundation that emphasizes the importance of accountability, transparency, effectiveness, efficiency, participation, and the rule of law in the delivery of public services. In the context of population administration services, these principles are crucial indicators in assessing the quality of government administration, particularly in the provision of e-KTP services, which are essential to the civil rights of every citizen. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. The informants include structural officials, implementing staff, and members of the public who utilize the e-KTP services. Data analysis was conducted systematically through data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of good governance principles in e-KTP services in Nagekeo Regency has not been fully optimal. The principles of transparency and public participation remain low due to limited access to information and insufficient community involvement in the service process. Accountability and service effectiveness are also hindered by limited human resources, inadequate infrastructure, and underdeveloped information systems. Nevertheless, there have been efforts to improve the service through capacity building and gradual digitalization. This study recommends enhancing the quality of public service governance by strengthening institutional capacity, improving service information systems, and encouraging active community participation in order to realize services that align with good governance principles.
