Abstract

The relationship of human resorce capacity with the financial management of the city of Kupang. The purpose of this study determine: (1) The Human Resources capacity, (2) The Area Finance Management, and (3) The Human Resources Capacity Relationship with The Area Finance Management of Kupang City.According to Simanjuntak (2005) wants to explain the human resorce capacity is a important factor on managing district financial to produce the good quality of financial, because human create the government control intern system and the government standart of accountancy.The data were collected using questionnarire. The aanount of samples in this research were 28 financial offcers of 8 Kupang’s local government with nonprobality sampling techinique. Validity test used was Pearson Product Moment correlation test, while the test of reliability used was Cronbach Alpha. Thisresearch want to show you there’s a positive connection about human resources capacity with district money management in Kupang City. The result of determination coefficient (in the amount of 0,502 which means the human resources capacity influence financial management on the district has 25,2 % and 74,8% for another factors like the utilization of information techonology and government intern control system according by Afianti (2011).
