Abstract

This thesis is entitled Local Culture and Community Economic Development (Study of Indigenous Social Implications and Death Ceremony of Heser on Economic Development of the Marae Tribe in Dirun Village). Culture is a complex that includes knowledge, beliefs, arts, morals, laws and customs and other abilities and habits acquired by humans as members of society. This attachment causes culture to have an influence on every community life in the field of social and economic development. The purpose of this thesis is to find out how the implementation process of Heser's death by the Marae tribe in Dirun Village, Lamaknen District, Belu Regency and also to find out what factors caused Heser's death to be one of the obstacles to the economic development of the Marae tribe community. This study uses a descriptive method with a qualitative approach. The limitation of the problem in qualitative research is called the focus, which contains the main problems that are still general in nature. To refine qualitative research it is necessary to establish a focus. This research is focused on the culture of death or shift with the aspects measured include: Distribution of dependence on the shift in value and its meaning, traditional social relations. Measured aspect of economic development: percapita income. The level of welfare: an increase in income, the existence of investment or public savings, the number of dependents and expenses. Based on the analysis of the results and discussion of traditional procedures and ceremonies and their inhibiting factors, it can be seen that in holding this customary culture and death ceremony there is a rule that regulates this cultural event. In this event, there is a series of activities containing the distribution of dependents in this tradition, whose responsibilities are determined by the tribal leader and the distribution is based on children, son-in-law and tribe. This distribution of dependents becomes a burden on the local community because the dependence provided by the chief of the tribe is very expensive. The expenses incurred are in the range of Rp. 250,000.00 - 500,000.00 while the economic development in Dirun village itself is minimal. The income of the people of Dirun village per capita is Rp. 178,000,000.00, so the existing income and expenses incurred greatly affect the level of welfare of people with low income. Thus it is true that local culture can hinder the economy of the people who run it. If there is no reform and transformation properly, it will lead to the absence of community economic development which will lead to a sustainable poverty pathology.
