Abstract

Kupang City which has an area of 180.27 km2 is the capital of East Nusa Tenggara Province with a population of 441,565 people (BPS Kota Kupang, 2020). For the population, data on vehicle ownership includes 15,641 passenger vehicles, 6,379 pick-up/truck vehicles, 252 buses and 171,129 motorcycles. The data shows the number of vehicles in Kupang City is 193,401 units (BPS Kota Kupang, 2017). Based on the number of vehicles in Kupang City and vehicles passing through Kupang City, it can be said that the traffic conditions in Kupang City are quite dense, to overcome this density, road planning must be designed with a larger capacity. Planning the capacity to accommodate the ideal traffic there are three main characteristics consisting of traffic volume, speed, and density (density, Daniel and Mathew, 1975). The relationship between speed and density is linear, which means that the higher the traffic speed, the greater the free space between vehicles, resulting in a lower density. The relationship between volume and velocity is a parabolic shape which shows that the larger the volume, the speed will decrease until a point which becomes the peak of the parabola is reached, then the maximum volume will be lower and the volume will also decrease.
