Abstract

This research is entitled The Role of the Department of Trade, Cooperatives and SMEs in Empowering Small and Medium Enterprises During the Pandemic Period in Borong District. The formulation of the problem in writing this thesis is how the role of the Department of Cooperatives and SMEs in Empowering Small and Medium Enterprises during the Pandemic Period in Borong District. The theory used by researchers in solving research problems is Empowerment in the form of access to capital assistance, infrastructure development assistance and business scale development. This study used descriptive qualitative method. Primary data sources are informants while secondary data are documents related to research variables. The data collection techniques used were interviews, observation, and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed descriptively qualitatively. The results showed that (1) Capital access assistance was indicated by the absence of Financial Capital Assistance from the Department of Trade, Cooperatives and SMEs to Small and Medium Enterprises in Borong District, but in the form of goods in the form of coffee grinders, mini rice mills, razors. men's hair, motorcycle repair tools and lawn mowers. (2). Infrastructure development assistance In supporting the smooth running of the business of traders in Borong District and strengthening the role of the people's market in improving the regional economy and community welfare, the East Manggarai Regency Government through the East Manggarai Regency Cooperatives and UKM Service has built market infrastructure facilities in the form of 199 shop houses, 293 los and 164 courtyards. (3) The development of business scale is marked by the existence of the Department of Trade, Cooperatives and UKM of East Manggarai Regency that has not carried out the function of Entrepreneurship Training for SME actors in the context of empowering SMEs during the pandemic in Borong District, where entrepreneurship training only focuses on culinary and makeup training and Not all UKM in Borong District have IUMKM. Based on the results of the analysis above, the authors conclude that the role of the Department of Trade, Cooperatives and UKM in empowering small and medium enterprises during the pandemic in Borong District has not worked well, this can be seen in the absence of financial assistance, product marketing that only focuses on weaving businesses, entrepreneurship training which only focuses on culinary and cosmetology training and there are still many business actors in Borong District who do not yet have an IUMKM
