Abstract

This thesis is entitled The Role of the Cooperatives and UKM Service in Empowering Cafe Business During the Covid-19 Pandemic Period at Warna Oesapa Beach. The formulation of the problem in writing this thesis is how the role of the Cooperatives and SMEs Office in the Empowerment of Cafe Business During the Covid-19 Pandemic in Color Oesapa Beach. The theory used by researchers in solving research problems is Empowerment in the form of access to capital assistance, infrastructure development assistance and business scale development. This study uses a qualitative descriptive method. The primary data sources are the informants while the secondary data are documents related to the research variables. The data collection techniques used are interviews, observations, and documentation. The data analysis stage is carried out through data reduction, data presentation, the stage of drawing conclusions and then analyzed descriptively qualitatively. The results showed that (1) Access to capital assistance was indicated by the absence of Financial Capital Assistance from the Cooperatives and SMEs Service to 7 Cafe Businesses in Pantai Warna Oesapa because of the absence of a business permit from the One Stop Integrated Licensing and Investment Office of Kupang City and registered as an SME in the Department of Cooperatives and SMEs in Kupang City as one of the requirements to get assistance from the Ministry of Cooperatives and MSMEs. To support the cafe business, cafe owners make loans through KUR Bank Mandiri and their own income or turnover from selling food, drinks to the karoeke business. (2). Assistance for the construction of infrastructure facilities is indicated by the absence of assistance from the Kupang City Cooperatives and SMEs Office in assisting the smooth running of 7 cafe businesses at Warna Oesapa Beach in the form of infrastructure such as cafe buildings. All facilities and infrastructure that support the cafe business such as buildings, chairs, tables to the sound system for smooth karoeke come from the business owners themselves. there is no marketing effort for Cafe Business Products at Warna Oesapa Beach by the Kupang City Cooperatives and SMEs Service. The product marketing efforts are carried out by the Owner himself through the use of Facebook and Instagram social media in order to attract consumers. (3). The development of business scale is marked by the Kupang City Cooperatives and UKM Office not conducting entrepreneurship development and training for 7 cafe businesses on the beach of Warna Oesapa because the 7 existing businesses are not registered as SMEs at the Kupang City Cooperatives and UKM Office and do not have a business license from the Investment Office. and Kupang City One Stop Integrated Licensing. Based on the results of the analysis above, the author concludes that the Cooperatives and SME Offices in Empowering Cafe Businesses During the Covid-19 Pandemic In Color Beach Oesapa concluded that the Cooperatives and SMEs Offices have not carried out their duties and functions in empowering cafe business entrepreneurs at Warna Oesapa Beach. This can be seen in the absence of access to capital assistance, assistance for infrastructure development and business scale development. The author suggests that in the future there is a need for financial assistance and the construction of infrastructure, development and training of entrepreneurship for business actors at the Color Oesapa Beach cafe by the Cooperatives and SMEs Office in supporting the smooth running of business and entrepreneurial knowledge.
