Abstract

\This thesis is entitled Supervision Function of Highways in the Development of Road Infrastructure in East Manggarai Regency Fiscal Year 2021. The formulation of the problem in writing this thesis is How is the Supervision Function of Bina Marga in the Development of Road Infrastructure in East Manggarai Regency Fiscal Year 2021. The theory used by researchers in solving the research problem is supervision and roads. This study used descriptive qualitative method. Primary data sources are informants while secondary data are documents related to research variables. Data collection techniques used were interviews, observation, and documentation. The data analysis stage was carried out through data reduction, data presentation, conclusion drawing stage and then analyzed descriptively qualitatively. The research results show that (1). Pre-activity supervision in the form of setting budgeting standards, maintenance management and road operations has worked based on existing SOPs and regulations, namely Circular Letter of the Director General of Highways Number 16.1/SE/Db/2020 and Regulation of the Minister of Public Works of the Republic of Indonesia Number 13/PRT/M/2011 Regarding Road Maintenance and Surveillance Procedures. The determination of road partners in East Manggarai Regency is carried out by a working group (Pokja) determined by the head of the Goods/Services Procurement Work Unit (UKPBJ) which in determining the winner of the tender cannot be separated from the political process, especially the Direct Appointment method (Certain Circumstances) and the Method Direct Appointment of Prequalification Results 1 Business Entities which are mostly filled by families or political connections from the Regent, Deputy Regent, DPRD circle to high-ranking officials within the East Manggarai PUPR scope. (2) Supervision during activities of poor road conditions in East Manggarai Regency is inseparable from the lack of direct supervision by Bina Marga field officers. The distribution of road conditions in East Manggarai Regency is more spread out in sub-districts that are far from the center of the capital city of East Manggarai such as Elar, Elar Selatan and Sambi Rampas sub-districts. (3) Post-Activity Supervision in the form of road construction in the Regency has met the set target and realization, namely 34 Km. The road construction in East Manggarai Regency which was carried out was damaged but there was an obligation from the party to carry out road maintenance after road construction of 5% of the budget contract that had been set for 2 years. Based on the results of the analysis above, the authors conclude that the supervisory function of Bina Marga in East Manggarai Regency has not been going well, especially in the aspect of road maintenance, determining road partners, inspections and field observations which have had an impact on road conditions in East Manggarai Regency which were heavily damaged along 477, 13 Km (37.24%) of the total length in East Manggarai Regency, which is 1,281.29 Km.
