Abstract
The study entitled The Effect of Job Description, Job Specification and Competence on Civil Servants Performance Through Job Placement as a Mediation Variable at the Regional Secretariat of Kupang Regency by Ana Risky Yulianti Selan NIM 811211003, supervised by Dr. Simon Sia Niha, SE, M.Si and Dr. Agapitus H. Kaluge, M.Pd. The aims of this study are : 1) To find out the description of job description, job specification, competence, job placement and civil servants performance at the Regional Secretariat of Kupang Regency; 2) To determine the effect of job description, job specification and competence on job placement and Civil Servants Performance at the Regional Secretariat of Kupang Regency; and 3) To determine the effect of job description, job specification and competence on civil servants performance through job placement as a mediating variable at the Regional Secretariat of Kupang Regency. The type of research used in this study is structural in nature, namely looking for the relationship between job description, job specification and competence on civil servants performance at the Regional Secretariat of Kupang Regency with job placement as the mediating variable. The sample used in this study were 77 civil servants. Data were collected by distributing questionnaires and document studies which were analyzed using descriptive and inferential statistics with the help of the SmartPLS 3.3.8 application. The results of descriptive statistical analysis show that civil servants performance variable (Y) is 73.77%, job placement (Z) is 74.09%, job description (X1) is 80.05%, job specifications (X2) is 75.53% and competence (X3) is 79.83% which is in the good category. The results of inferential statistical analysis show that : 1) job description and competence partially have a positive but not significant effect on job placement and civil servants performance. 2) job specification have a positive and significant effect on job placement and civil servants performance. 3) job placement has a positive and significant effect on civil servants performance. 4) job placement is unable to mediate the effect of job description and competence on civil servants performance. 5) job placement is able to mediate the effect of job specification on civil servants performance. Determinant coefficient of the mediating variable is 79.2%. Furthermore, determinant coefficient of the civil servants performance variable is 73.3%. Based on the results of this study, it is recommended to the Regional Secretariat of Kupang Regency to improve the performance of civil servants by considering the variables of job description, job specification, competency and job placement.
