Abstract

This research is entitled "STANDARD SERVICE OF CHILD IDENTITY CARD AT THE OFFICE OF THE DINAS KEPENDUDUKAN AND PENCATATAN SIPIL CITY OF KUPANG". The purpose of this study was to determine the standard of service of child identity cards at the Kupang City Population and Civil Registration Office and the inhibiting factors and supporting factors in the service of Child Identity Cards. The type of research used in this research is qualitative research with a descriptive approach. Data was obtained from various documents and interviews. Interview data was taken from several sources, namely, the Head of Population Registration Services, Sub Coordinator of Population Identity Substance and several communities. The findings of this study are as follows: (1) Service procedures at the Population and Civil Registration Office of Kupang City are generally effective and run in accordance with existing service procedures. Administrative requirements are clearly informed to the service user community and the service flow or process applied is in accordance with the applicable SOP. (2) The speed and timeliness of service is good enough. In providing Child Identity Card (KIA) services, the DISDUKCAPIL office sets an estimated time of 1 day (as long as there are no technical problems with existing devices and networks), because this office has a service commitment that is quite mandatory to run so as to create effective services. (3) Facilities and Infrastructure are good and complete. The condition of this office is clean, comfortable and gives a safe impression. Meanwhile, the availability of supporting facilities such as the waiting room that must be addressed again and also the KIA printing machine which is still lacking so that it hampers service considering that the people who apply for KIA management are quite a lot per day. The inhibiting factors of research on the quality of public services in making Child Identity Cards (KIA) at DISDUKCAPIL Kupang City are: network disruptions resulting in delays in the issuance of Child Identity Cards (KIA) as well as the lack of infrastructure at the Kupang City DISDUKCAPIL office in providing services to the community in managing Child Identity Cards (KIA) in the form of printing machines, inadequate chairs and community complaints about dusty waiting rooms. Supporting factors in KIA services such as cooperation that occurs between the Population and Civil Registration Office of Kupang City with various parties, for example schools, have made improvements in terms of printing child identity cards, and also KIA printing machines that shorten services.
