Abstract
This study is entitled "Study on the Determination of Social Assistance Recipients in Alak Subdistrict, Kupang City". In an increasingly complex social context, social assistance has become one of the government’s key instruments in improving community welfare, particularly for underprivileged groups. This study aims to analyze in depth the mechanism for determining social assistance recipients in Alak Subdistrict, explore the challenges arising in the process, and assess the level of community satisfaction with the social assistance provided. The theories used in this research are public policy theory, good governance, and decision-making theory. Public policy theory provides a framework for understanding how social assistance policies are formulated and implemented, while the principles of good governance serve as a reference for assessing the quality of decision-making processes and transparency in determining social assistance recipients. The research method applied is a descriptive qualitative approach, chosen to provide an in-depth depiction of the determination process and to explore the perspectives of various stakeholders involved. Data collection techniques include interviews, observation, and document analysis. Data were obtained through indepth interviews, direct observation, and documentation studies. The findings reveal that the process of determining social assistance recipients in Alak Subdistrict involves several key stages, starting from initial data collection, verification, and final validation conducted by the Social Affairs Office. The study found that the selection process often encounters challenges such as data inaccuracies and a lack of human resources, which can hinder the effectiveness of assistance distribution. In terms of public satisfaction, the results show that most beneficiaries are satisfied with the assistance they receive, despite the lengthy selection process. Beneficiaries consider the assistance significant in alleviating their economic burdens. However, there are variations in the community’s understanding of transparency and fairness in the selection process, highlighting the need for more effective public outreach. It can be concluded that the determination process for social assistance recipients in Alak Subdistrict, while essential for supporting underprivileged communities, still faces several challenges. Factors such as limited human resources, data inaccuracies, and varying levels of public understanding of policies have affected the effectiveness of the selection process. This research is expected to help recommend the development of an integrated data and human resources system among relevant agencies to ensure data accuracy. Furthermore, improved socialization regarding the criteria and selection process for social assistance is crucial to ensure that the community clearly understands the procedures.
