Abstract
This study aims to analyze the implementation of the Electronic Service Application (Alekot) in Kupang Regency, East Nusa Tenggara Province, with a particular focus on its role in providing recommendations for telecommunications tower construction, mining business licensing, and land certificate separation. Alekot is introduced as a digital innovation in public service delivery to facilitate online licensing. The study explores its effectiveness and efficiency in promoting bureaucratic transparency. A qualitative descriptive method was used, with data collected through purposive sampling, in-depth interviews, observations, and documentation. Data validity was ensured through triangulation of primary and secondary sources. Kupang Regency is characterized by diverse geographic and demographic conditions, with a total population of 390,210. The local government utilizes Alekot to more accurately map public service needs. The application has enhanced access to administrative services, accelerated bureaucratic processes, and increased citizen participation in development efforts. It also promotes more equitable distribution of public services. Findings indicate Alekot effectively supports licensing processes and contributes significantly to transparent and participatory governance. Recommendations suggest expanding Alekot’s features, strengthening human resource capacity, and integrating systems to optimize functionality. Collaboration between government and citizens is crucial to achieving inclusive and efficient digital public services.
