Abstract

This research stems from the problem of the low percentage of birth certificate ownership in Sikka Regency, with more than half of the community not having this important document. The purpose of this study is to identify factors that influence the level of community participation in birth certificate ownership. Using qualitative methods and attribution theory (Fritz Heider), this study analyzes internal and external factors that influence the level of community participation. The results of the discussion show that low participation is caused by internal factors such as level of education and employment, perception of complicated bureaucracy, low level of public awareness, and motivation. External factors include accessibility, which is still a challenge, service quality, government programs/policies, and social conditions. In conclusion, the level of community participation in Sikka Regency in birth certificate ownership is still low due to a combination of these internal and external factors. It is recommended that the Population and Civil Registration Office provide more intensive guidance up to the village level, especially for adults, optimize data input to the population administration information system, and the community is expected to increase awareness and active participation in the birth certificate ownership program.
