Abstract

Piet A. Tallo Road in Kupang City is one of the strategic road segments connecting residential areas, institutions, and economic activity centers. The closure of U-turns along this road has had a significant impact on traffic flow, particularly regarding travel distance, time, and cost. This study aims to analyze the effect of U-turn closures on the accessibility index, focusing on three U-turn points: in front of Indomaret Liliba, Jalan Bumi 1, and in front of Poltekes Liliba. The method used is field surveying, including distance measurement using Google Earth, travel time using a stopwatch, and cost estimation using Vehicle Operating Costs (VOC) and the Maxim application. The analysis was conducted using the Accessibility Index (AI) approach based on distance, time, and cost. A comparative analysis was carried out between the conditions before and after the U-turn closures to determine the level of change in accessibility. The results show that the closure of U-turns increased travel distances from approximately ±1.8–2.2 km to ±3.5–3.9 km and more than doubled the travel time for both two-wheeled and four-wheeled vehicles. The Accessibility Index based on distance (IA_d) and time (IA_t) at all study locations is < 1, indicating a decline in physical accessibility. Meanwhile, the travel cost index (IA_cost) did not show a significant increase and even tended to decrease in some segments. Overall, the aggregated total Accessibility Index (IA_total) is > 1, meaning that although there is a decline in individual components such as distance, time, and cost, general accessibility is still considered good. Among the three analyzed points, U-turn C has the least impact, with the highest IA_total value of 2.0388 for two-wheeled vehicles and 1.9404 for four-wheeled vehicles.
