Abstract

Empowerment of the apparatus as part of the development of human resources in the administration of government is very important for improving the quality, skills and fostering excitement in working the apparatus in organizing public services. This study generally aims to determine the empowerment of the apparatus in an effort to improve public services in the Poco Ranaka District Office, East Manggarai Regency. The research method used in this study is a qualitative research method without using a hypothesis. Based on the results of research conducted and continued by analyzing the data, it can be concluded that the Empowerment of the apparatus in an effort to improve public services in the Poco Ranaka District Office, East Manggarai Regency has been going quite well, this is reflected in the efforts made in improving the apparatus' capacity through ( 1) Career development, (2) Education and training, and (3) Payroll, benefits and welfare system in order to realize good, efficient, effective, and quality public services, Sarundajang (1997:214).
