Abstract
This thesis is titled "The Capacity of Regional Disaster Management Agency (BPBD) in Addressing Flood Disasters in Borong Subdistrict, East Manggarai Regency." The research problem formulated in this thesis is "How is the capacity of the Regional Disaster Management Agency (BPBD) in addressing flood disasters in Borong Subdistrict, East Manggarai Regency?" The theoretical framework used by the researcher to solve the research problem is organizational capacity. This research employs a qualitative descriptive method, with primary data sources being informants and secondary data sources consisting of documents related to the research variables. Data collection techniques include interviews, observations, and documentation. Data analysis involves data reduction, data presentation, concluding, and qualitative descriptive analysis. The research findings indicate that (1) Disaster Risk Reduction based on institutional foundations carried out by BPBD East Manggarai Regency, in accordance with Law Number 24 of 2007 on Disaster Management and the BNPB Regulation Number 4 of 2008 on Guidelines for the Preparation of Disaster Management Plans. This includes pre-disaster, during disaster, and post-disaster management to minimize the damage caused by floods. Prevention and mitigation efforts for floods in Borong Subdistrict by BPBD East Manggarai Regency include the installation of evacuation and disaster-prone signs, socialization regarding recognizing signs of impending disasters, early warning information, and the construction of embankments. The floods in Borong Subdistrict are caused by factors such as settlements located around river basins (DAS), lack of embankments, and the absence of normalizations in the Wae Bobo and Wae Reca rivers. (2) Preparedness for disasters by BPBD East Manggarai Regency involves sending Rapid Response Teams to the severely affected areas, including Ranaloba Urban Village, Kota Ndora Urban Village, and Nangalabang Village, to evacuate residents, set up tents, and record casualties. Preparedness efforts for floods in Borong Subdistrict by BPBD East Manggarai Regency include providing assistance such as food supplies, blankets, medicines, and clean water funded by the contingency budget of BPBD East Manggarai Regency and contributions from various parties in coordination with the Rapid Response Team, consisting of the Social Affairs Agency (tagana), military personnel (Babinsa), police officers (Bhabinkamtibmas), and the National Search and Rescue Agency (Basarnas). Based on the above analysis, the author concludes that the capacity of the Regional Disaster Management Agency (BPBD) in addressing flood disasters in Borong Subdistrict, East Manggarai Regency, is functioning well, especially in terms of disaster risk reduction based on institutional foundations and preparedness for disasters.
